The May 2003 issue of Communications of the ACM, which just
arrived, includes an article "The eXtensible Rule Markup
Language" by Jae Kyu Lee and Mye M. Sohn.  It targets the
Semantic Web and mentions RuleML, but doesn't seem to use
URI naming.  See also [1].

Jae Kyu Lee is also Editor-in-Chief of Elsevier's journal
Electronic Commerce Research and Applications (ECRA).
