a very early draft of the use-cases document is available at:

Some issues for discussion:
Requirements:
   - : What is the data format the rules need to work on?
         Is it RDF or XML or tables (like Prolog)?

    - What is the relationship between rules and DAML+OIL/OWL?
       How should DAML+OIL/OWL interact?

    - How do ECA rules fit together with RDF/OWL/DAML+OIL?
       Are they independent?
