      - few ontologies will be self-contained
      
- most ontologies will reference other ontologies
        
    
 
- small ontologies
    
      - it's easier to gain consensus on smaller focused set of
          terms
      
- but large, encompassing
          "upper ontologies"
          such as 
          OpenCyc
          and
          SUO
          will still be useful,
          particularly for translation
