- there isn't yet enough content on the public Semantic Web
to make it useful for most people
- there isn't yet a fabric within which people can link new data
- they still have to define almost everything themselves
- people are getting excited about the Semantic Web but
we need to bootstrap it before they lose
interest (and we miss our window of opportunity)
