Effects Based Operations and
Operational Net Assessment
EBO… a process for obtaining a desired strategic outcome or “effect”
on the enemy through the synergistic and cumulative application of
the full range of military and nonmilitary capabilities at all levels of
conflict.  An “effect” is the physical, functional, or psychological
outcome, event, or consequence that results from specific military or
non-military actions.
Knowledge-centric operations postulate that the more knowledge we
can create and share about the adversary, the operational
environment, and ourselves, the more we can focus our capabilities to
produce desired effects with less risk of unintended consequences
and more efficient expenditure of national resources.
The functional concept of operational net assessment is integral to the
harnessing technology to improve knowledge therefore the EBO
process must incorporate ONA.
