UNTL as a Ontology?
•  Framework for analyzing missions or stating requirements
•  A common language of:
– Tasks (activities) performed at all levels of war for    describing mission requirements
– Conditions under which they are performed
– Measures, the ability to establish commander’s performance requirements and Standards

• Tasks are based on joint and Service doctrine
• Tasks do not specify who or what means will be employed,  nor how  task will be performed

I am by no means an expert in anything related to programming; but I’m told that the key to XML and DMAL is establishing a Taxonomy (I won’t say Ontology because it normally comes out oncology and we are not here to talk about cancer).
UNTL in conjunction with the Universal Joint Task List breaks down Naval Operations down into a series of tasks that run the gamut of operations from national strategic to putting out a trash can fire.  These tasks are hierarchical, mission centric, and represent an infinite number of combinations.
Navy is making the UNTL the basis for fleet training.
