The 'data:' URI scheme would be classified as a URV according
to the extended taxonomy outlined in the above mentioned draft.

I.e. it's not a URL.

I'm working on an I-D that is more comprehensive that the above
draft (only originally intended for limited consideration within
specific working groups) which includes references to the 'data:'
scheme as well as many others in a (partial) classification of
key/popular URI schemes in terms of the extended taxonomy. I hope
to submit that I-D to the IETF in the next week or so.
